He's probably going through his law books as we speak trying to find a way round it, that's what the one i dealt with tried but failed miserably, as i still had the letter saying they wouldn't do anything until instructed

They think they can sometimes get away with anything. Just because they know a lot of stuff, many people may feel intimidated, and then pay the fee.
