It's the number 1 on your rear plate that's the issue I'd say.
I'd have questioned him on what he was doing following you onto private property, there has to be just cause to do so.

I can see the front is illegal but having a moan about the rear is just stupid !
It you want to be THAT fussy about a plate then i would say 90% have illegal cars weather it be a number plate, tyre, bulbs ( HID's ) lol the list goes on
I would not bother doing anything mate unless you get 7 days to sort it lol
I cant talk, mine is sat on the Dash lol
